SCF 2018 Announcement to Prospective Authors
Dear Services Community Members,
We have received several inquiries from the services computing community in recent months regarding the IEEE Services Congress, to be held in San Francisco (July 2018). There is considerable confusion due to the components of the IEEE Services Congress having the same names (including ICWS and SCC) as the component conferences of Services Conference Federation (SCF), to be held in Seattle (June 2018). IEEE Computer Society Technical Committee on Services Computing (TCSVC) created this situation unilaterally by assigning the IEEE sponsorship to a “new team”, which is organizing the new conferences in San Francisco.
The TCSVC action resulted in the splitting of the original Service Congress conferences into two series: The SCF being organized by the “founding team” with the original serial numbers, and the brand new IEEE Services Congress, being organized by the new team. The founding team maintains the claim on the reputation and credentials built over the many years of Services Congress, including the ICWS (International Conference on Web Services, icws.org) since 2003.
The founding team is led by Dr. Liang-Jie Zhang, who created and organized the first ICWS (ICWS 2003) and subsequently, first SCC in 2004, first CLOUD in 2009, first ICIOT in 2016, and the component conferences of SCF/Service Congress (SERVICES, AIMS, BigData Congress, EDGE, ICCC). Dr. Liang-Jie Zhang continues to serve as the Steering Committee chair of SCF and the SCF promises the same high standards, technical quality, and consistent organization provided by the founding team over the last 15 years.
The past Services Congress conferences organized by the founding team have benefited from a variety of sponsors, including the Services Society and IEEE. After the split, the SCF Steering Committee has decided to select Springer LNCS (indexed by ISI Conference Proceedings Citation Index (included in Web of Science), Engineering Index EI (Compendex and Inspec databases), DBLP, Google Scholar, etc.) as the publisher for SCF 2018. SCF 2018 Best Paper Awards and related professional activities will also be sponsored by Springer and Services Society. The founding team believes the reputation and visibility of Springer LNCS will serve the SCF authors well. Authors will find the familiar submission and conference websites, including ICWS.org, theSCC.org, iciot.org, theCloudComputing.org, theEdgeComputing.org, theCognitiveComputing.org, BigDataCongress.org, ServicesCongress.org, and AI1000.org.
The founding team regrets the split of conferences and the confusion caused by the current TCSVC. However, considering the best interests of the service computing community, the founding team has decided to adopt an open participation policy. Members of the service computing community are free to participate in, and contribute to, both the SCF and IEEE Services. From the SCF point of view, positive contributions to the community is what counts, despite of the split created by TCSVC. To better serve the broad community, the founding team has created next generation paradigm of New ABC (AI, Blockchain, and Cloud) for SCF 2018.
